DMP is an initiative of the Digital Agency aimed at speeding up the procurement of cloud software (SaaS) for government agencies and diversifying procurement sources through the participation of various vendors.

Only businesses that register software and services on the newly released DMP test version site will be users of the site. You will a certification through G Biz ID Prime to register software and services on the platform. Please make sure to obtain an account in advance.

*We plan to release a feature that will allow administrative agencies to search for registered software and services during fiscal year 2023. (The timing will be announced at a later date)

1) Background of the DMP trial

The Digital Agency aims to create an environment for administrative agencies and local governments to provide user-centered services and introduce new technologies. To this end, we need to review the public procurement process and eliminate information asymmetry in the procurement market, so that administrative agencies and local governments can procure software and services more quickly and create a procurement process that allows a variety of service providers to participate.

From this perspective, the Digital Agency is considering the introduction of DMP, and held an open task force in 2022 with government agencies, IT vendors, experts, and others to discuss the ideal form of DMP in Japan. We also reported the recommendations based on the discussions with the Digital Agency Information System Procurement Reform Study Group hosted by the Digital Agency, and on March 10, 2023, we compiled a final report along with the future direction for the DMP trial. Based on these considerations, we are proceeding with the construction of a DMP test version site as a demonstration in 2023.

2) DMP scheme and expected results

When participating in procurement using DMP, software and services provided by software companies and resellers must be registered in advance on the DMP test version site and have a base contract with the Digital Agency in place. In addition, in procurement using DMP, we aim to allow administrative agencies and local governments to conduct searches and narrow down the procurement according to the goods and/or services they wish to procure, and to enable individual agencies and local governments to enter into contracts based on the results.

The introduction of DMP is expected to have the following effects for government agencies and businesses participating in procurement:

  • Administrative agencies
    • Easily discover better services by searching for registered software and services that suit specific purposes
    • Procuring cloud software/SaaS enables faster software roll-outs.
  • Service providers
    • By registering software and services, it becomes possible to discover a wide range of government agencies, making it easier to reach them at low operating costs.
    • By simplifying the procurement process, a variety of vendors, including small and medium-sized enterprises and startups, will be able to access the public procurement market fairly.

3) Types of Procurement envisioned for DMP

DMP assumes that cloud software (SaaS) and the services of sales companies/resellers that provide support for its implementation will be procured. We do not anticipate procurement of software developed on contract or services that involve hardware.

4) Regardinig the DMP test version site

The DMP test version site is intended to help test and validate platform and envisioned user experience in order to create an environment in which administrative agencies and businesses can easily utilize DMP procurement methods. In addition, we will have business operators register their software and services, have administrative agency staff and the general public conduct service searches, verify operability and functionality, and conduct actual operations of the official DMP website. The aim is also to clarify potential issues and identify improvements to be made.
Based on the demonstration through the DMP test version site in FY2023, we aim to release the official DMP site from the second half of FY2024 onwards. Business operators and government agencies are encouraged to actively participate in making this a reality.
